You need to look around and search. This question has been asked a million times. Stop being so lazy. There is a thread as a "Sticky" at the top of this forum that talks about rates.

Just because you have a good connection doesn't make you any different than anyone else. The only exception is that if your connection is miraculous, then your rates will not be determined by your internet connection but rather by your server hardware AND your clients' internet connection (specifically the sv_minrate, sv_minupdaterate).

Regardless, you need to look at the many guides available that already exist. Do a little work and learn about the rates that you are wanting to set.
