I've had a ban or two on record via sourcebans for my servers and have noticed it on a few servers I go on that this is the reason for the ban.

I don't suppose Kigen can shed some light on what exactly this bans for? and if it has the potential to ban innocent players?

physics_budget violation is because the person entered physics_budget was entered as a command into the console. This command is spammed so that all objects other than players freeze.

Notice how the objects other than the players freeze in mid air. That is the exploit that this command is used for.
