Thanks for help, but I found the bug.

It was indeed the line I posted above. SteamID 2 are constructed like this :
STEAM_X:Y:ZZZZZZ
And not like this :
STEAMID_X:Y:ZZZZZ

Anyway, it's fixed.

Ahh yes, so obvious now, guess i was too tried to notice! Any ways, the report works now, but there is still an issue with disconnected players name.

User: Myname [STEAM_1:0:123456]
Reported: Console [STEAM_1:1:654321]
Date: 12/20/2017
Time: 20:50:54
Reason: "Team killing"

Sorry, I don't get it. What's wrong ?

In the report, instead of including disconnecteds players name it puts Console as a name for the reported player.

Riiiight. I'll fix it now.

EDIT:
Nevermind. It's normal. If you report a player from the console, then your name is console. You have to report ingame to display your name.

Player 1 and Player 2 are in game, Player 2 leaves the game. Player 1 reports Player 2 DISCONNECTED via !report menu, but in the logs Players 2 name is Console. So thats meant to be like that?

I recompiled the plugin with another command because !report is already taken by sourcebans++
But if I ran the command I get this output:
[ASteambot - Report] Report submitted.
[ASteambot - Report] [GGU] Draakoor ♥ SAO reported Scott (Reason: "General cheating/exploits")
[ASteambot - Core] ERROR: Module not found !
The command is atm !steamcall
Did I something wrong?

It would be better if you can bind to another command via cvar.
