hmm, with just the missions files, I had all melee weapons randomly spawning within all the maps, u don't even really need melee in the saferoom for it to work, just if u want melee spawned at the start. And also I don't think adding or removing any lines from melee_manifest.txt will even matter. From what i've seen its the missions files that are most important needed for unlocking and spawning the melee weapons on every campaign.

Hmm. glad to know. So if I were to exclude crowbar and fireaxe in dead center, then at the start of the hotel level, fireaxes and crowbars wont spawn?

I'll try this when I get a break from school. ^^

Exactly, however, I myself removed the crowbar from dead center and no melee weapon replaced the crowbar on the table at the beginning. So if u do this it will not only remove it from random spawning, but also remove the initial crowbars and fireaxes that spawn at the beginning, without replacing them with something else, that was my experience anyway. If your using melee in the saferoom though it doesn't really matter...maybe thats exactly what your trying to do?

How would I be able to get all melee weapons to spawn under me once I load a map without using the plugin since I hate having to put -insecure tag just to get sourcemod to work. Do I need certain files or codes? Please tell me how to spawn all melee weapons at the start of a map without having to use melee in the saferoom. Much appreciated

hmm, I don't think there is a way without sourcemod and this plugin...However, if you don't want to put -insecure then I suggest you download SRCDS and set it up seperately from your game, I put mine on C:\SRCDS. I warn you now though, do your reading to get it setup properly, theres plenty of info out there...It downloads all game files required by the server so about 10GB...this way you can use left4dead2 in secure mode and also have the server VAC secured with sourcemod installed and fully functional, thats how mines setup anyway...

Actually I did have 3 servers but then I erased them because I ran out of space for L4D1. Also, too bad you can't spawn them at the start without plugins.

P.S. If I didn't have a server before, how else would I be knowledgeable about admincheats.smx?? ^^

Hmm possibly, i've actually thought of doing this myself...I don't see why it wouldn't work, points system and tankbuster both have the ability to spawn or buy a gun so why not spawn them in the saferoom too...right...I can't promise anything but if I have the time I will look into this...
