Arkshine thank you for your help. I am not using non steam, I downloaded the HldsUpdateTool, updated all the files with it and installed amxmodx. I can see my server on steam so it is NOT non steam. Unless the HldsUpdateTool has something to do with non steam, if it does please let me know.
I'm travelling right now, when I get back home I will check to see if your solutions helps.

Update:
Actually now that you mentioned, I think I changed that value in steam.inf trying to fix a bug of another plugin. I'll switch it back since it didn't solve anything, I'll let you know what happens, thank you

I tried adding cvar_util on a blank line inside modules.ini and the server opens without a problem

Hey Bro,

is this works without orpheu? Since Iam not aware of it & not going to use it. My help is I have ZP server on which I need a plugin which will block round end. But all failed except this but i can test this one since it is using orpheu.

Please help. I will be very glad if you help. Thanks in advance.

I think it worked. I done some quick testing with two systems. But my one system completely joined game & one downloading resources. PFA screenshot. It worked right!!!!????????

By default it blocks all kind of end rounds. If nothing happens, it means it is working.
