Normally I guess. /top15, /rank.
They reset when server restarts on crash etc.

Is there any way? So? These points don't reset, until a command is not used.
Example: By using a vault? Command Like:
amx_ranks "prune" (It prune whole vault)
amx_autoresetranks "183" (It automatically prunes vault, after following (commamd) number of days)

Ah and I guess? Plugin assosiated with /top15 and /rank is statsx.amxx(.sma)? Am I right?
And it actually needs to be edited?

The ranks can not reset on itself, but if command csstats_reset 1 is executed then the csstats.DAT file will be formatted. statsx.amxx is an extender of damage statistics and information. On crash, do not rebuild your server(@gameserver panel), but start it normally. Review your plugins whose are crashing the server. csstats.amxx is responsible for rank system.

I have no error logs but rarely my server, very rarely, my server crashes because of:

My Hosting Had Installed gdb too in OS. But now, I don't know, what to do netx? :/

Contact your server hosting, or post to HLDS sub-forum. I actually never faced this problem.

I have contacted them. They told me! Its just used for debugging.

Well this error got fixed. After Installing gdb In Linux OS.
I got debug log, core.so file needed to be changed. Server was expecting some another core file and I had put some another. So, I added one originally provided by hosting again and it fixed this issue too.

Now I got this message:

Now come to the point as per my observation, server either after crash or restart, reset csstats.DAT. as per my knowledge.

I'm not sure, either after crash or resrart or with both.
