What happened to MOTD?

I was trying to mess around with MOTD in my server but I couldn't find a way to make it show. "http://blog.counter-strike.net/motd/motd.php" is in motd.txt, "motdfile" is "motd.txt", "cl_disablehtmlmotd" is "0" in the client side.

I used to block it in my server using a plugin and now I wanted to show it again, I removed that plugin and I see nothing when joining. I don't see it in any community servers neither in an offline server... Is it gone and I didn't know it?

I searched about that cvar and some people are saying "sm_cvar sv_disable_motd 0" should do the trick, but even with that nothing is appearing.
