The countdown timer is from the countdown plugin that ReflexPoison made, install that should fix that issue until I upgrade the system a bit. As for the others, that's because the creator of the map physically has those commands execute to the server when the map is loaded which is silly.

jack, can you explain the auto ban for 1 hour for people marked as "Freekilling"? i dont understand exactly what freekilling is

Generally, freekilling is when a guard is killing prisoners for no reason because they can, the system is designed to stop large amounts of kills in a number of seconds from happening so if they kill the entire team in a few seconds, they're automatically flagged. Check your config for settings on how to change it up or turn it off.
