assigning idividual admin powers

Hello,

I am looking into how to assign individual powers within amxmod.
We are a server that has multiple levels of admins. A few have all the powers to ban slap slay etc. And another level only has kick and game restart powers.
We would like to set admin powers so that slap, slay, were allowed to a few members without assigning all the powers to them. Is that possible?
What are the commands? Is there a help manual that would explain this?

I am new to all this so consider my ignorance as being huge.
