Join your server.
Then type in console:

sm_cvar sv_disable_motd
Does it say
1 or
0?
If it says 1, in server.cfg put:
Code:
sm_cvar sv_disable_motd 0
Put it all the way at the bottom of server.cfg if you already have it there.
