It is impossible to detekt the key some client is pressing. Only the command bound to that key if it is send to the server ( i.e. jump, duck, or whatever like this).
A cheat works only clientside, so there is nothing send to the server, thus nothing to detect.

You can block 95% of cheats with sv_prime_accounts_only 1 command
