There is a cheat called aze.pub that has a rcon exploit that can slay, noclip, or do godmode.

I can't speak for the video, but in my servers this exploit was used to slay, noclip, and godmode. I can confirm that they did not have access to RCON or SM admin.

Also there is no chance they could have guessed the RCON password (~200 characters), so my thinking is this cheat is using a sourcemod exploit of some kind.

Are you running any custom plugins that aren’t from the forum? Sometimes people add themselves as admin through them. If you have sv_cheats enabled someone can just change your Rcon password.

I had the same problem, there is a general exploit. I suspect it might be a cheat feature. When sv_cheats is 1 I set a plugin to immediately make it 0, not sure if it will fix the problem.
