It uses the officially included GeoIP extension in SourceMod, and as such, depends on your SourceMod installation:
If your SourceMod version's build number is lower than 6703, it will use the DAT format.
However, if your SourceMod version's build number is 6703 (or greater), it should use the MMDB format.
Build 6703(+) is available in the development builds of SourceMod (e.g. 1.11 / master branch).
