i only pay for the actual server, i have a game panel where i can start/stop/restart the server and do some other things with it also have FTP access to the server but i do have SSH access, no host here will give you SSH access to their host machine

The hosts that I've worked with had game server files locked so they couldn't be overwritten. They were the only ones that were able to update the server itself. Are you sure you're able to overwrite the server files?

If you can overwrite the files, then the best option is to download the server in a Linux VM.

Hi All

You are all correct, and not going insane after all! There seems to be a bug currently affecting all downloads of AppId 90 for Windows-based installations.
This bug is not the same as other previously described bug which could be fixed by using beta string, or several retries with steamcmd.

Specifically, the bug affects DepotId 5, which is the Windows Dedicated Server files
Basically, nobody can download files for this depot (regardless if you use Steam, steamcmd, or third-party tools like steamCooker's TinCFT)
From what I can see, this affects all users, including anonymous user as well as users who have already purchased goldsrc games on their account...

I have reported this via Steam forums for Bug reports:

In the meanwhile, I have managed to reconstruct the missing files for this depot (with exception of hltv.pdb, which is not essential for operation anyway). Basically you will just install AppId 90 with steamcmd as normal, and then incorporate the missing files from the github repo, and then you will have a functional instance of the latest hlds base for windows (Build '8308') ready to use and apply your addons etc.

Installing steamcmd cs 1.6 server using beta and non-beta installs worked fine for me

Do you have proof this is actually true or just speculation?

I have verified your hltv.pdb file. Thank you for reply. It cannot be speculation, because this is what we are witnessing.

I have tried several times now again and it appears to be working every time, where previously it was never working. I suspect that VALVE has fixed the problem around the same time as the last CSGO update was pushed some hours ago... Let's see if any other users can confirm
