ZPS has nothing to do with rehlds, its an amxmodx plugin. It should work under any server that is running amxmodx. As for ReHLDS, it works only on pre-anniversary platform.

ReHLDS is fully compatible with the official pre-anniversary edition of HLDS (engine version <= 8684) downloaded by steamcmd. All you have to do is to download ReHLDS binaries and replace original swds.dll/engine_i486.so. For windows you can also copy a swds.pdb file with a debug information.

Seems you missed the entire reasoning behind my posts and u just commented purely out of boredom. I said ZPS is not working with the 25 anniv version because ReHLDS, as well, is not compatible YET with the 25 anniv version. ZPS is throwing shit tons of errors because of that and the server will not start on 25 anniv version, I tested it out myself. It's because of ReHLDS and/or ZPS itself. It was working fine b4 the update.
