No this just enables you to set the users rates as they enter your server, to help their and your servers performance.

.....doesnt work. i set it up and i did amxx plugins and it said running. however, i joined the server and i had full control over my cl_cmdrate, cl_updaterate, blah blah blah..

Dont mis understand the use of the plugin.

It does the change the rates for you when you connect, thats all it was designed for it to do.

what about making it check at <X> intervals (in seconds) and have it reset the rates again at said intervals?

That would be nice, however I highly doubt people will notice their rates changed on your server if you set them to a reasonable level for your server use.
