Mute by steamid + database storage

Hi,

I am looking for a plugin for TF2 that allows the usage of muting players by steamid and player steamids who are disconnected to a central database, kind of like how sourceban does bans.

As well that it can incorporate into custom votes https://forums.alliedmods.net/showthread.php?p=2097623

If no such plugin exists I am willing to pay for it

However that does not work at all, as it has database issues even when following the set up guide

I have sourcebans++ (v1.5.4.7) which has SourceComms pre installed along with it.

The only issue I have is not having the ability to target user steam ids who disconnect from the server/go offline while using the mute command (While a vote is underway).
