The <Get Plugin> link is a website bug, theres nothing I can do about it.. I can tell you how to compile it yourself though

1) Get the source (Click Download) and save to general.sma
2) Copy that to $MODDIR\addons\amxx\scripting
3) Theres a batch file there, run that
4) Open the compiled directory, and take general.amx and move it to your plugins DIR
5) Add normally

If theres no batch file, or your on linux do this "sc general.sma -ocompiled\general.amx"
