Can't add admins but banning works perfectly

As the title says, I can't add any admins through sourcebans and I can't use the rcon console either. it used to work a while ago but now it stopped working. I don't see any errors in the logs. when I try to add an admin it says "failed connection".
When I ban someone it shows it correctly, but adding admins keep failing.

Check that you set the "ServerID" correctly in the sourcebans.cfg on your gameserver and that you gave your admin account access to the server in the web panel.

Of course I did that already. the problem still remains.
