Small optimization: In GetCVars you don't need GetConVarBool if it's being called from OnCVarChange because OnCVarChange provides the newValue parameter. I suggest adding a parameter to GetCVars that represents the value of the cvar and when calling from OnConfigsExecuted - use GetConVarBool.
