How about a "Rate Later" option? That way it doesn't actually rate the map if they press 1 to remove the menu, and it will present the rate menu again later at (hopefully) a better time for the player.

Really not a bad idea (and not so difficulty to implement). This, combinated with a CarVar to set the delay for a revote, could be a good replace for the old "dismiss" ....
