I have mitigated this issue with the following code, but, not entirely resolved it. What this does is disable gizmos for commanders as there appears to be a calculation error. It also significantly reduces the amount of times, which, ten times the normal damage is dealt to buildings.
Decompiling the server binary with IDA gave no helpful hints as to why this happening. Posted bellow is a link to the IDA database, which, contains the OnTakeDamage() function from throttle. http://fastdl.us.xenogamers.com/ND_BINARY.7z
