I'm still having problems after updating the left 4 downtown gamedata file. Tried disabling all sourcemod plugins too, no luck. Same error as Visual77

I've been having this since the update came out as well on my forked linux server. Addons folder has been renamed, and I've ran many -verify_all updates.

Guys, my support was telling me that the file steam.cfg was missing and was the cause to the server not staring properly, they added it and the server came back.

I'm not sure because I didn't have it last week. Can anyone confirm that this file is new?
My windows lan server has no such file so I'm asking a linux user.

there is no such thing as a steam.cfg

Are you with GameServers, by chance?

That file is new, yes. I found that uploading a 'Steam.cfg' file containing the following line:

GeneralDirectoryServer_FindServerIPAddrPorts = "gds1.steampowered.com:27030 gds2.steampowered.com:27030"

would allow the server to start up properly. I let GameServers staff know what I did to get my servers running, and I guess they're using this workaround to get other customers' servers running too. Hopefully the L4D2 update will get fixed soon and this file will not be needed anymore.

Yeah, it's just an override file. It isn't normally there. Something was broken in the game update for some people, and having that override seems to work around the problem.
