i edited the max_speed changed it to 999 in zombie plague doesnt work

Maybe in other plugins max_speed is define in another value

Most likely sv_maxspeed is capping your speed (altohugh its pretty weird, since zp sets the to the 999). But anyway, change sv_maxspeed to a value > than 999.

go to the folder cstrike and open server.cfg ... change max speed there

Maybe check your client settings? cl_forwardspeed etc.
