After I installed everything, the rankings do work. However, commands such as sm_tf2_stats_version or rank_admin do not work. I wish to reset my rankings, how may I do that?

sm_tf2_stats_version is a cvar, not a command.
In v7.5.0 rank_admin was changed to sm_rankadmin. However the reset rankings menu entry was removed for safety reasons - wiping the db via a command just seems like a bad idea.

If you want to reset all rankings, just delete the players table in your stats database.
If you only want to reset your rankings, just find your entry in the database and delete it.
Or you could use rank_setpoints to set your points to 0 if that's all you want.

considering running a centralized mysql DB for this... this would mean that servers outside of my community would have access to it (for those who dont want to fight with mysql)
is there any interest in this? my server is online 24/7 (except for a daily reboot) and performs really well...
if we could get a bunch of servers using it players scores would travel with them between communities...
any interested parties should pm me for connection information...

edit: if you have an existing db and are interested, i can merge your existing data into the database so your regular players do not lose their cumulative scores...

I talked to you on steam and we determined it's likely another plugin causing an sql freeze.
I asked you on steam, but I don't think you saw my message: Could you post/send me a link to that plugin?
