They say they were using "angers css config" and that it had something to do with a command in there. Is it possible?

To my understanding, false positives in CS:S should only be occurring if another plugin on the server is doing derpy things, or the map is highly custom (think minigames) and does something derpy. A client configuration shouldn't be able to cause that trigger, so I would definitely bet on it being legit, but you could always get their config and run it yourself to verify if this player is a regular of your community.

That is definitely a legit ban and has nothing to do with the cfg.
