Yes, I am currently using 1000hz kernel (which you said is no longer necessary, but I've been running this same server since the beta), and I adjusted the CPU governor.

thank's for all your help @ghostofmybrain, Got better performances using a low latency kernel and adjusting some CPU setting and governor .

( ping is now 68~78 )
