What is a "diacritics"?

Diacritics mean "ă" , "ţ" , "ş" and all those words that a certain language have. I think in order to do that you need to edit the format of the file.

Try saving your amxx.cfg as UTF-8 without BOM. Not sure if this works for config files (cvars and commands) but you can try it. If that doesn't work then you may need to modify the plugins that use diacritical marks.
