Is your server in french or your client in french :/ ? (core.cfg)
Or in finnish ?

I do believe it might happen because both language share the same first letter...

LINE-EDIT : I've tested with "fr" in core.cfg... that gives me the same problem as you... no errors in console...

I've tryed doing sourcemod 1.1 prefered way to translated files (separate file; one for each translation; didn't work; I also tryed removing #format lines for empty format... nothing worked).

Also it isn't the first time I see this... I need someone else to tell me what to do to correct that I think... because both code & translation seems correct...

Also... you could have simply attached the file in post... way simplier; and less complicated...

A simple search gave me what you want...

Use plugin by berni Map configs with prefix support.

no no.
i do not need to modify reserving.i need that teams scrambles.
example:map allows only 2 terrorist and many cts.i need that plugin randomly picking 2 terrorist from cts (or 4 example) but not 10 t and 10 ct.
because many mg maps is balanced for 2-4 guys in one team and 10/12 in other.

in one word , this plugin have bug if map have 1 team limit.

I don't consider it as a bug, but I'll do something for that.

EDIT : Try this (download attachment) and tell me if it works please.

btw, set CVars :

ats to 3
ats_required_value to 1 for CT or 0 for Tero (the team you want to have a defined number of player)
ats_required_team to the number of players you want the team to have.

I did test with bots, but the auto-rejoin and things surrounding bots prevent me from having a clean beta testing; and I do not have an army of beta tester in my pocket to test team scrambling. I did seem to work thought ("required" team had +/- 1 player sometimes).
