There is a plugin for L4D called L4D Painter which changes the colors of any Survivor and Special Infected. This is server sided since anybody who joins can see that color.

Is it possible to take the same concept and create a plugin to have custom skins for a server? I have custom skins and I would like people who join my server to see them.

Chaging color and skins not the same. Colors can be changed dinamically on server, while skins should be downloaded by clients first.

But maybe could we change characters skins with in game skins that everybody have? Like the DODs plugin who transforms the loosing team in objects at the end of the round !
