Upon typing /uae or !uae, or even just uae. The menu won't show.

Is your clientprefs set to English? Also please check to see if the plugin started successfully.

I have a problem, when I pick an effect from the normal effects menu it doesn't save to my database but the effects from the donator effect menu do. Any idea how to fix this?

As best as I can tell, the problem is with your array setup on line 1031:
