Those that don't have values for the particle effect attribute don't work with this plugin.

niichts: I seem to remember that asherkin bragged to me a long time ago that he completely figured out how to do set bonuses with TF2Items. I guess he's been lazy after that.

I get this [TF2ITEMS] "GiveNamedItem" offset = 461
whenever tf2items is loaded and all the items fail to be modified, shouldn't the offset be 467 for windows?
How do I change the offset to 467? I'm not a scripter.

Redownload http://hg.limetech.org/projects/tf2i.../tf2.items.txt and place it in your sourcemod/gamedata folder.

Also SourceMod 1.4.1 auto-updates TF2Items gamedata, so...

How long ago?

Valve has made a number of changes as to what you can and can't do...

See: [TF2] Patch for player attachments, which no longer works because Valve intentionally broke it.
