The rank.sql is generated inside the cstrike folder when rankme_dump_db is set to 1.

No, he doesn't. If you rank by other ways than steam:id, you need to use the value being used (IP,Name).

When opening the webinterface, instead of just going for the index.php (or /rank/, etc), open the restore.php?echo. (Ex: http://localhost/rank/restore.php?echo) and post me what it returns.

What is the CHMOD of the cstrike folder? See if there is any error log from rankme in the sourcemod error logs
