[TF2] Execute .cfg on Event

I'm sure this is simple, but I have no idea how.

I need a plugin that will execute a .cfg when a round starts. When a round is ended it triggers the humiliation round where the winning team gets to kill the losers. That humiliation round offsets some cvars that need to be changed back once a new round starts.

Also, if you could work in a time delay on the execution of the .cfg that would be awesome. Say 5 seconds after a new round, exec .cfg

That plugin is for executing configs when there's x clients.
