Is there a way to have top15 go by steamid instead of name?

csstats_rank 1 // 0=nick (default), 1=steamID/wonid, 2=ip

place it in your server.cfg or amxx.cfg

Also, how do you wipe out current top15 and start over?

Well in the 0.20 amxx.cfg file, there is a command at the bottom stating something about resetting the CSStats.
