Okay, guys, I know that there are some servers that will automatically bind a key to a certain command, what I want to know is what plugin is that and how do I bind chat and is there a plugin for VIP chat/chat for people with certain flag?

It is no longer possible as Valve has blocked it, plus it is slowhacking and not supported here
