Not sure if you are still interested in updating the plugin. However I have found a flaw that probably explains the problems User Randomise had with the plugin back in 2017.

Sending the EffectDispatch Temp Entities (for whatever reason) does not work in CS:GO, whenever a player knifes any object in the game world. It then resumes working as soon as you hit another physics entity like a player. This is why it always worked when shooting at players but sometimes didn't at seemingly random times.
After a lot of trial and error I seem to have fixed it via also sending

TE_WriteNum("m_fFlags", 0);
Setting it to zero get's rid of the problem. Probably would also work for your Explosions Plug-In but I have not tested if it's even a problem there.
I have no idea why it does and cannot find any documentation on the way flags are used for these entities.
