It's easy to get latest hlds-srcds version
Follow the steps:

1. Download and install Steam
1.1 - Login to steam (register, or maybe use anonymous)
1.2 - Exit steam and connect again ( to see if there any updates and is everything okey! )

2. Download SteamCMD
2.1 - Place SteamCMD in you Steam folder (C:\Program Files\Steam) and run it... you shoud see some console apear.
2.2 - You may using anonymous accound here or yours. ( type: login anonymous )
2.3 - Make sure you know where you wann to download ( type: force_install_dir ./download_folder/
2.4 - Final stage is to download the actual server ( type: app_update "90 -beta beta" validate )

Congratulations you will never gonna to deal again with some stupid Antidl and etc,.. ;)
