Any free host would limit your account as most free servers don't like PhP and Mysql intensive sites.

find a crappy computer and just set up your own webserver lol I run my own hlstats,sourcebans,mysql adverts and 2 l4d2 servers all off a phenom ii 965 quadcore. i was hosting 2 other sourcebans installs a few months ago with no probs. even with 10+ servers sourcebans requires very little bandwidth and resources.
