How do i can to increase the limit size of 45 Players ? How to put 64 or more ?

Actually I put 64 Slot & Spawn but it won't exceed 45 players... Players can't come ; when they try and the server reach 45 players it says for them : unvailaible session...

A map may not have the 64 spawn points.

I read somewhere that there was a hard coded maxplayer limit of 44 or 45 in CS:GO
Can't find it though

i found a server has 64 players and no bots.
but today it back to 44 players.
i think its a lobby problem
