Restart Round.Show hud message.

Hi everybody.I have wanna one simple plugin to my server.
Whenever sv_restartround 1,and round starts,iw will be hud message,for example "Live-Live-Live". I can do that,but when round starts,hud message showing just ffo may be 0.4 seconds,and disapper very fast.
So can somebody to that,when sv_restartround 1,it will bi message for 2 or 3 seconds.
