So I've used search and tried doing any things but I can't find a plugin that lets you have a list of maps apear at the near end of a map which lets players vote for the next map...

Move the "mapchooser.smx" file from your "sourcemod/plugins/disabled/" folder to your "plugins" folder. Then, after the plugin has been loaded, alter the settings inside of the "~/tf/cfg/sourcemod/mapchooser.cfg" file.
