Its doesnt matter when srcds use only one core on linux. so single core performance is more important.

Go for windows if you want to performance boost, srcds can be multithreaded on windows.

Try to change sv_minrate to 100000 or 120000

My upload speed is 250 mbps and i set it on 160000. Try some values between 80000 and 160000. Maybe it help.

my dedicated is

Xeon 1225 3.2 GHZ
4 core
32 GB ram

I use only

sm_cvar sv_minrate 160000
net_splitpacket_maxrate 80000

sometimes choke but no lag. If you dont want any choke or lag than try with tickrate 32 but i think u will dont do that.
