that is the problem, pleople cant join to my server

this is my server.cfg

can they join from console with 'connect ip-address' ?

Have you ensured no firewalls are blocking the connection?

No problem. If your server is on your home network, you may need to change the NAT Loopback setting on your router in order for them to be able to join from the friends list or from a lobby.

Otherwise they may get a connection timeout trying to connect.
