Why this function is needed, if a player logs on to the server, he receives a regular grenade, if he wants, he will choose what he needs, extra settings, and nonsense.

It's an option, meaning you don't have to use. It's not "0" by default.

I chose "Mod_Cluster_Fire"

This isn't actually a bug it's a mistake in the config. There is no control over who it affects. It should read:

"targets"    "63" // Unused. Game default - affects everyone. 
Maybe one day I'll change. Right now I have no plans to.

Players can equip a grenade and hold SHOOT (LMB) + SHOVE (RMB) keys to change grenade type.
When you use the mode of 2 keys combination, it is very troublesom.
It should be set to press the middle mouse button to select the type of grenade.

The following plugins are all made using the middle mouse button. Everyone is familiar with this method of use.
but suddenly use (LMB) + SHOVE (RMB).
very unaccustomed.
