Not really, for example my sprays plugin is very used and dont have private version, also the same happen with my webshortcuts version for csgo

Users are getting kicked for not closing the rules menu, even after I put ttt_rules_close_punishment 1

Yes, over a year+ ago, for which he got banned for a long time for, and hasn't done so since.

The only person breaking the rules (and the law) here is you, by distributing plugin binaries without the source code in violation of the SourceMod license.
