Steam seems to have introduced their new steamid format in tf2, i suggest you try out our development version if you suddently have problems with the calladmin system.
I just heard about this and neither do i play actively, nor do i play tf2, so this isn't really fully tested, but I'm, of course, here to fix stuff that doesn't work if you tell me.
You can find the changes from the current version to development here, the newest can be found at the bottom of the page.
Prebuild binaries can, as always, be found here if you want to give them a try.

Edit: Be ware that this shouldn't change anything unless the steamid has a new format, which shouldn't happen with the newest stable sourcemod snapshot.

I'm using the build you last posted for CallAdmin on my 1.6.0 SourceMod.

CallAdmin is no longer using the group page (from calladmin_steam_groupidlist.cfg) to send messages to everyone on friends list, it reports there are no recipients.

I worked around this by manually adding everyone's community id (like 76561198087806714) to calladmin_steam_steamidlist.cfg.

I just tested the steam module myself and the group page is still parsed and the communityids added to the messagebots list of receivers.
You shouldn't add communityids to the steamid list, for now the data is simply passed to messagebot which accepts both formats, but that might change in the future.
Maybe the steam page was down at the time you tested it?

I'll have to retry the group system.

The reason I went with community IDs is because I didn't know whether to use Steam2 or Steam3. All I know is that the update broke CallAdmin functionality for me.

In theory you can use communityids, old steamids and new steamids (only in development version) in the steamidlist file.
I recommend you to use an sourcemod 1.6.2 snapshot and continue to use the old format for now.

Please update the Steam module to always stay logged in when using webapi method. That way, the messages proceedings will work much faster, without always logging in when sending a message
