Hey ecca.

This is rebanning people who try to come back under the same Steam account.

Shouldn't this just ignore those kinds of bans unless the steam ID is different? If a ban is active, they can't join with that SteamID anyway. This means that if anyone tries to reconnect after being banned it will think they're under a duplicate account, even though it's the same one. It should only do this when the steam account differs on a ban made for the same IP address.
