I don't say that everyone here is rich, but as long you have enough money to stay here hours over hours i won't ever believe in this "no money" excuse.

I don't have router or firewall on, just ip dynamic, so? Should be fine, no?

"6. Hit ok, and apply. Try running the SteamCMD again, if it still doesn't work. try lowering your "Internet Security level zone" to medium or lower. You can find that in the "Security" tab in "Internet Options"."

I put to lower, but is same problem.

and about Algeria it's more weaker:
1USD = 81DZD ; 1EUR = 108DZD
this isn't a right comparison, you should compare the incomes rather than this way.

I didn't say I'm not rich or rich; but someone who owns a computer it doesn't mean he is rich or not (or he bought it with his money) it could be a gift or his parents bought it, and having internet doesn't mean I'm rich or not, because it is easy to use my neighbor's Wifi :D

I very very hate to talk about it; but:
my dad gets 135 Euro monthly, it is not enough for him; and others (f) get 900EUR(Approx) monthly + some steals.

I don't like to argue (this isn't an argument), I won't post more and I don't mind if a moderator deleted this post.

It is not Off-Topic as it is one of the steps Valve lists to check if you are getting the error he is. Have you still not read the Official Known Issues for SteamCMD yet?
