Try disabling any other plugin that modifies the chat message.

Strange, for some reason there wasn't a conflict between saysounds and simple-chatcolors in TF2.

Bad news. After today's update, saysounds no longer works. Here is the error log:

L 04/22/2011 - 05:04:27: [SM] Failed to load plugin "ResourceManager.smx": Unable to open file
L 04/22/2011 - 05:041: [SM] Failed to load plugin "saysounds.smx": Unable to open file

This is on a Windows server FYI

Which game, which update?
Maybe the .smx files became corrupted somehow, try to replace them.

Nope, replacing them with freshly compiled ones from the links did not fix the problem. Here is what I get when I put sm plugins list in hlsw:

09:06:21 [SM] Listing 5 plugins:
01 "Advanced HL2 Movement" (0.2.4) by Chanz
02 "Infinite Aux Power only for Half-Life 2 MultiPlayer" (2.0.0) by Berni & Chanz
03 <Bad Load> ResourceManager.smx
04 <Bad Load> saysounds.smx
05 "Spawn & Kill protection" (1.3.0) by Berni, Chanz

Where are all the default SM plugins? They should also be listed!
Just tested it with a HL2DM Windows server and saysounds loads fine for me.

I disable all the default plugins I use mani for my admin stuff. I'm going to try removing everything sourcemod, and reinstall soucemod and try again. This problem didn't happen until after the last update.
